WILMINGTON, MA — On the latest episode of Wilmington Community Television’s “Town Topics,” host and WCTV Executive Director Shaun Neville sat down with Wilmington’s Planning Director Valerie Gingrich to discuss inclusionary zoning.“Inclusionary zoning is a requirement that affordable housing units be constructed when housing units are built in general,” explained Gingrich. “It’s a requirement that affordable units be part of a development.”Wilmington does not currently have an inclusionary zoning bylaw. All but one of its neighboring towns, however, do already have such a bylaw in place.“Most towns across the state have it,” said Gingrich. “It’s not a new idea. It’s been talked about here in the past.”Gingrich and Neville got into the details of the draft of a inclusionary zoning bylaw that voters will likely be asked to approve at May’s Annual Town Meeting.“As the draft currently stands, the requirement would be any multi-family (condos, apartments, duplexes) developments that are 8 units or more, would be required to provide 15% of their units as affordable,” said Gingrich. If 20 units were proposed, under the bylaw, 3 would need to be designated as affordable.Builders could take advantage of a “density bonus” — an additional market-rate (regular) unit would be allowed (added) for every affordable unit built. The bonus helps offset the loss that the developer endures by selling a unit at less than market value.So, if 20 units were proposed, and 3 were affordable, the developer could add 3 additional market value units, for a total of 23 units.Additional details are included in the draft, which is posted HERE on the Department of Planning & Conservation page of the town’s website.Gingrich encourages comments, questions, or suggestions. Photo: AFPPakistan shot down two Indian Air Force planes in its airspace in Kashmir on Wednesday, a military spokesman said, adding that one Indian pilot had been captured.”PAF shot down two Indian aircrafts inside Pakistani airspace,” tweeted Pakistan military spokesman major general Asif Ghafoor, adding that one aircraft had fallen in Pakistani-held Kashmir, while the other crashed on the Indian side.”One Indian pilot arrested by troops on ground while two in the area,” he said without elaborating.His statement came as Indian sources said that Pakistani fighter jets had violated airspace over Indian Kashmir, but were forced back over the de facto border of the disputed territory.A top government official in Indian-administered Kashmir told AFP the Pakistani jets briefly crossed the frontier but were pushed back by the Indian Air Force.The Press Trust of India reported that Pakistani fighter planes crossed at Poonch and Nowshera, two locations on the Indian side of the de facto border, but were repelled.PTI said the Pakistani jets dropped bombs while returning but that there were no immediate reports of casualties or damage.The Pakistani foreign office also released a statement saying that the air force “undertook strikes” across the border, known as the Line of Control, Wednesday — however it did not elaborate on what it meant by “strikes” and did not mention shooting down planes.It said the strikes were aimed at a “non military target”, adding: “We have no intention of escalation”.The incursion over the heavily militarised Line of Control comes a day after Indian warplanes carried out a strike in Pakistan on what New Delhi said was a militant training camp, in retaliation for a February 14 suicide bombing in Kashmir that killed 40 Indian troops.Tensions have dramatically escalated between the nuclear-armed rivals since Indian warplanes flew into Pakistani airspace and struck what New Delhi said was a camp of Jaish-e-Mohammed (JeM), the group that claimed the Kashmir bombing.Islamabad, while denying the Indian strike caused any major damage or casualties, had vowed to retaliate — fuelling fears of a dangerous confrontation in South Asia.
Kolkata: West Bengal Highway Development Corporation is taking initiative to prepare data containing the 30 year history of 50 plots at Bhangar I and II blocks in South 24-Parganas.Sources have confirmed that the need to prepare the data was felt for carrying out the work to widen the Basanti Highway. The 23 km long stretch of the highway from Eastern Metropolitan Bypass to Ghatakpukur in South 24-Parganas will be widened.It had been a long standing demand of the local people to widen the road and both police as well as administrative officials had also suggested its widening to check frequent accidents on the throughfare. The traffic load on the road remains high almost round-the-clock as it connects major parts of South and North 24-Parganas with Kolkata. Also Read – Rain batters Kolkata, cripples normal lifeThe work of widening the road will be carried out by the State Highway Development Corporation and now the move has been made for “preparation of 30 years research report” of certain plots at Bhangar I and II blocks in South 24-Parganas on an urgent basis. It has been stated that details of the past 30 years of around 55 plots of 210 people will be prepared.Firms having the required expertise and experience of carrying out such work will be engaged to prepare the data and it has to be prepared within 45 days from the day the work starts. The report has to be submitted to the State Highway Development Corporation. The data will contain the sale records of private plots for “title investigation”.It may be mentioned that the road will be widened to a two-way carriage way, with a road divider in between. According to engineers,the widening of the road, alongwith a median in between will bring down the number of accidents.Engineers are also taking necessary steps to check accidents at the sharp turns.In most of accidents on Basanti Highway, vehicles fall into ditches while taking sharp turns at high speeds. “Widening of the road will be helpful to lakhs of people as they won’t have to risk their lives anymore to reach their destinations,” said an official.
